The Roof Gardens – Residents Meeting Minutes 28.08.25

Summary:

  • Licensing 
    RBKC have issued the summary determination of new licence. The club is still awaiting RBKC final version of licence decision granted following the hearing. 
    Application for a special treatments licence (beauty and health), also awaits RBKC final decision and granting. 
  • Complaints
    No complaints received for discussion at August meeting.
  • Parking and Access Control 
    KSRA make valid point residents likely to be away in August. TRG recapped that while a little quieter, the current parking management controls running for a number of months – namely that SIA staff actively refuse entry to the premises to those attempting to park in the Square – has led to a dramatic reduction in parking, which has been a major complaint the last year, and in turn had led to minimal need to issue new member warnings. 
    TRG has taken on recent KSRA comments around SIA perceived performance and agree this is an ongoing management operation to keep on top of Square activities.
    No further comments from KSRA in the meeting. 
  • Supplier Deliveries / Early Morning Activities
    TRG notified supplier (Carnavale) not to park in Sq. to make deliveries. 
    Supplier issued an apology.
    TRG sit every two weeks to meet with Avison Young (AY) the building managers and monthly with Sophie Wilson (Landlord Agents) where KSRA’s complaint of early morning activities have been raised and are happy to work with KSRA and AY to improve where they can.
    KSRA feel no improvement has been made with one large van in particular running engine and reversing at 5am pretty much daily. This is not a M&S delivery; it is from a different supplier. 
    Alex Stirling will contact Sophie and AY directly to discuss and TRG will raise the daily issue now the specifics are known. 
  • Noise Management
    SIM card for sound limiters on southern wall received and requires installation. This is a slightly tricky install due to proximity to edge of building but works planned w/c 1st September. 

    Sound monitoring was raised as a question by Alex, specifically regarding southern wall and south east corner and position of limiters. 
    TRG confirm that limiters are not external, only the monitors are situated on perimeters, and these are monitoring sound through 360 degrees.
    Southern wall currently has two monitors, north wall one, and south east corner (Spanish Garden/Derry St.) one monitor. Alex asked about adding a 3rd monitor on south wall due to 7th floor opening of restaurant. 
    TRG will not be adding any extra monitoring when 7th floor comes into play. If anything, the sound monitors may be able to pick 7th floor noise very easily due to their height location on the perimeter wall and the elevation of 7th floor.
    Any noise from 7th floor terrace will be background noise only –  from dining conversations and ambient background music.
    TRG confirm all speakers will be on limiters on 7th floor.

    TRG feels music monitoring from street to club has been proactive and in control at all times with teams aware of the importance to monitor and react if required. 
  • Parking Statistics
    No additional warnings since previous meeting. 
    One car was allowed to park in Square that had elderly guests and a disabled permit. TRG and KSRA agreed on this occasion that was allowable. 
    Statistics have moved from warnings more to moving vehicles physically off Sq. 

    Parking Violation Warnings – 263  
    Final Warnings – 14
    Membership Terminations – 3 
    Vehicle parked & moved (refused entry rule began 7th May) – 76
    Number plate database – 2,910 – mixture of guests, members, plates captured in Sq. and given on membership application process.  

    TRG Security App in final stages of development to bring it all security and parking functions in-house and via one app.
    Currently with Apple for security validation.
    Will be live in App store but only select users will be given and access/Login. 
    Target for go live w/commencing 8th September. 
    The stats show the dramatic decrease in member and guest parking incident in the Sq. This is simply down to the fact we now may them park elsewhere. 
  • AOB
    Halloween will not be as large an event as last year.
    KSRA asked about London Fashion Week. TRG will not be involved this year with LFC. 
    Komorebi opening on 23rd Oct. 
    SIA – Alex asked if Daniel still Head of Security which TRG confirms.
    Predominantly in-house team.

    Kensington Court street party Sunday 9th September. KSRA aware Thackery St. will be closed. 
    TRG SIA will aid with pedestrian communication on the day. 
  • RBKC presence in meetings
    Alex has identified a new point of contact at RBKC, Philip, who is yet to confirm if he is the appropriate person.



    Actions
  • Rob and Alex both to reach out to Gemma at Avison Young and Sophie Wilson to discuss early morning lorries. Once source identified coordinate with building management to mitigate noise caused by early morning deliveries where TRG can help. 
  • Alex to contact Philip at RBKC to confirm who licensing contact for TRG is. TRG to do same. 
  • SIM card on southern noise monitor to be fitted 
  • Wait for final decision on the current licensing application 
  • Continue application process around the special treatments licence
