The Roof Gardens – Residents Meeting Minutes 29.09.26

Date: 29th September 2026
Time: 7PM
Location: TEAMS
Attendees: Alex Stirling; Peder Oien; GianMarco Carla; Simon Phelan; Paloma Fernandez

Summary

Key updates

  • GianMarco Carla was introduced as TRG’s new Operations Director. His remit includes operations, compliance, maintenance, security and housekeeping; he will join future calls.
  • The group agreed to continue meeting monthly while the licensing application is under consideration, rather than move to bimonthly meetings. The next meeting remains 27 October, with frequency to be reviewed later in the year.
  • The app demonstration was carried over to the next in-person meeting.

Licensing application

  • TRG is applying to increase the building’s total permitted capacity from 600 to 800 as the fifth floor comes into use.
  • The 6th floor’s licensed hours are not proposed to change; 7th floor to be brought in line with 6th.
  • Residents focused on what the application permits after 1:30 am: the current building-wide limit falls from 600 to 450 when the 7th floor closes, whereas the proposed building-wide limit would be 800.
  • Residents said the proposed late-night capacity felt at odds with the club’s original, more daytime-focused pitch. They raised concerns about noise, drinking and antisocial behaviour. Alex also stressed that a future operator could use the full scope of the licence even if TRG does not intend to do so.
  • TRG said the extra capacity would help accommodate fifth-floor programming, dining and events, and that moving the Biba Bar downstairs should reduce noise from the sixth floor.
  • The number of additional SIAs, if any, was not settled during the meeting and it was agreed that Simon would follow up in writing after the meeting.

Parking, complaints and enforcement

  • For the period reported, 1,763 cars parked in the square during monitored operating hours; 50 were attributed to TRG members or guests. TRG said 48 were refused entry, while two blue-badge holders were admitted. Residents questioned why guests continued to attempt to park there and suggested a reminder when members register guests.
  • TRG described an incident on the 11th in which a guest attempted to enter after parking near the Greyhound and then shouted at SIAs. It also described a separate weekend incident involving non-members who were refused entry and moved on by SIAs.
  • Residents asked whether TRG’s warning → final warning → membership cancellation process is being applied consistently, and asked about the related figures.

Actions

  • Simon Ph. to follow up with residents regarding matters raised on late-night occupancy and operational management.
  • Simon Ph. to continue to monitor parking-related first-warning, final-warning and membership-termination figures.
  • [Rollover] Simon Ph. to arrange an app demo at the next in-person meeting.
