Summary

  • Following several scheduling adjustments requested by residents ahead of the meeting, the session ultimately commenced at 6:00pm.

App Development Progress

  • There will be no change to the front-end app, which is currently functioning well:
    • Real-time license plate capture operational
    • Instant cross-referencing against membership database
    • All parking instances and SIA interactions logged automatically
  • The only change to the App relates to data hosting. Data is currently stored with a third-party provider, and TRG intends to bring this in-house. The necessary backend work is currently underway:
    • Transitioning from third-party data storage to internal storage system
    • No planned changes to front-end functionality
    • Migration will only proceed once replacement system matches current performance and reliability
  • No additional app functionality currently planned:
    • KSRA invited to suggest any future improvements or requirements         

 Parking Statistics since last meeting

  • 2,377 vehicles processed
  • 58 vehicles flagged as non-members
  • 51 refused entry before parking/moving
  • 7 moved voluntarily

Security Operations & Complaints

  • Six incidents recorded on Saturday night during the bank holiday weekend, as referenced in the email circulated by Alex:
    • None were connected to TRG members
    • All incidents occurred around 2:00am
  • No additional complaints received since previous meeting
  • SIA responsibilities clarified: by TRG:
    • Monitor TRG member activity only
    • Direct exiting members toward High Street and away from the square
    • Use radio and WhatsApp channels for coordination
    • Limited authority prevents intervention with non-members/general public
  • SIA operating positions:
    • Governed by existing agreement with KSRA
    • Agreed positioning map to be circulated separately and KSRA invited to suggest changes

Resident App Testing & Parking Management

  • Parking App testing commences Monday 4th May
    • Database integration now completed through Shelter, unblocking the rollout
    • Two-week parallel testing period: old and new apps running simultaneously to ensure continuity
    • Two SIAs operating both systems on Monday and Tuesday throughout the transition
    • Full rollout confirmed after four weeks, subject to successful testing
  • New app capabilities represent a significant operational upgrade
    • Photo number plate recognition with live database checks at point of entry
    • Direct in-app logging of incidents and complaints for faster, more accurate records
    • Automatic member identification linked to a progressive strike system

 Parking Statistics / Member Warnings 

  •  82 cars attempted to park in the square
  • 32 turned away at the gate; 50 moved on voluntarily without confrontation
  • Elevated numbers largely driven by new members and guests unfamiliar with parking rules
  • Zero-tolerance policy enforced: aggressive guests who argued with SIAs were banned on the spot

Resident Complaints & Noise Management

  • Three complaints received this month, each resolved
    • Mariella – car horn honking, on a Saturday night at Derry Street
      • A traffic bottleneck from High Street drop-offs is creating a noise tunnel effect for nearby residents
      • SIAs continue to direct traffic at peak times and asking drivers to avoid horn use
    • Music noise, Saturday afternoon, Spanish Gardens
      • Sound limiters were operational throughout; no breach was registered
      • A heavy bass track was removed from the playlist immediately as a precaution
      • Tech Live manages and monitors all on-site limiters

5th Floor Redevelopment Plans

  • Current office space converting to member programming studio by October
  • New designated spaces planned:
    • Studio space (existing meeting room) – non-amplified activities: yoga, Pilates, member talks
    • Live music lounge for all live performances – acoustically treated box-within-box construction located in the central part of the building (no external windows or doors) 
  • Licence variation submitted last week
  • New music lounge consolidates all live performances in a contained, acoustically treated space, away from the gardens and terraces

Summary

Evacuation Procedures Update

  • The designated evacuation meeting point has been revised, effective 17th March 2026
  • Following coordination with the local council and fire brigade, a dispersal system is now in place: upon evacuation, everyone exits the building, turns left onto the High Street, and disperses into the local area. Congregating is not permitted and residents must not turn right into Kensington Square. This applies to all buildings
  • Communications have been updated in the app and push notifications are being amended accordingly. Fire marshals will coordinate safe return messaging once the area is clear

Resident App Development Status

  • The project has moved entirely in-house; new Director of IT, now oversees the development personally, supported by a newly hired internal coder
  • The app is built but could not be listed on the Apple App Store due to restrictions on private/non-public apps. As a result, it has been deployed via TestFlight, removing the need for App Store hosting
  • Testing is expected to begin within the next couple of weeks, with the target of being ready by the next monthly meeting

Security Operations & Incidents

  • A full SIA team meeting was held last Wednesday, covering a review of all operating procedures and expectations, and clarifying the correct approach language for interactions in the Square
  • Current staffing: 4 full-time team members, each with over 1.5 years of experience
  • Proposal to reassign a gap guard to the Square during peak hours (until 10 PM)
  • Traffic statistics:
    • 3,489 cars passed through the Square in the past month
    • 68 were TRG-related; 30 refused entry, 38 exited voluntarily
    • Zero parking violations recorded
  • Member warnings since February: 3
    • Feb 6: Refusal to move (warning)
    • Feb 24: Rude behaviour, claimed Square residency (warning)
    • Mar 7: Parking and confrontation with SIAs (final warning)
  • Membership terminations: 1
  • Warning system clarified: First offence results in a warning; a second offence results in membership termination
  • Security contact details will be shared for incident reporting

Summary:
App Deployment & Technology
Testing of the new App and will run for 2-4 weeks alongside the existing app initially.

Parking & Square Management
There have been three parking related complaints since the 1st December 2025, only two of which related to a club member, and they have been spoken to and aware any further breach of parking terms will result in membership withdrawal. The new refusal of entry policy has proven highly effective, with incidents declining month on month. In December there were 8 entry refusals, 7 in January and 4 in February. Any member breaching the parking rules now goes straight onto a final warning, with membership termination following a second offense.

Two members recently received final warnings for parking violations. Both apologised and were unaware of the restrictions. Body-cam footage confirmed the SIA did approach the members concerned. TRG acknowledged that the SIA could have handled the situation better and has committed to undertake a comprehensive operational review with Head of Security, Daniel, upon his return next week. This will include revisiting the Management Plan and refresher training for the SIAs. Daniel will also be invited to the next KSRA meeting to update on these activities. TRG agreed to bring forward the next meeting for this purpose. 

Parking stats collected indicate that the SIA team enforcing the new banning policy is working very effectively, with only two TRG-related complaints from KSRA received since 1st December. The number of entry refusals has dropped significantly, with 19 members denied entry over the last 13 weeks, which is considerably fewer than in the previous six months.

Despite the perception that SIAs are not paying attention, they are still managing hundreds of people in the square each week, and the statistics show a reduction in incidents. The operational document will be reviewed and, if necessary, updated, and a training session will follow to reiterate expectations for our SIAs while patrolling the square.

Fire Incidents
On the 17th, a building fire alarm triggered a standard evacuation. Fortunately, this was a false alarm, however the incident resulted in concerns expressed by local residents about the square being used as the designated meeting point following an evacuation.

TRG has confirmed that the designated evacuation meeting point for the whole building is set and managed by Avison Young, the building management company. This location was originally established by AY’s predecessor, and they are aware of the disruption it can cause to the residents of the square. TRG has submitted a request to AY to move the meeting point away from the square and has suggested that residents do the same.

On the 26th, a fire started in the early hours of the morning in a contained external area of the club. The London Fire Brigade has confirmed that the fire was an accident caused by a heater. The fire was successfully contained, with no injuries to anyone.

Summary:

Handover and Contact Details
The meeting opened with a discussion on Rob’s recent departure from The Roof Gardens. Simon has assumed Rob’s responsibilities and shared his contact details with Alex for distribution to the KSRA. He will now serve as the primary point of contact going forward.

Parking Security App Development
The status of the app development was reviewed. While it has been tested internally, its public release is pending Apple approval due to the requirements of an Apple Developer Enterprise License. These delays are beyond the team’s control. In the meantime, the app remains available for internal use within the organisation.

Parking Control and Complaints
Parking control continues as a manual process, supported by SIA officers. No recent complaints have been reported, indicating general satisfaction with the system. Daniel and the current security and SIA teams have improved control of the outside areas significantly.

Parking Statistics and Member Compliance
Parking statistics from November to early December were shared. During this period, 13 cars were moved from the square and nine members were denied entry, with no memberships withdrawn. Non-compliance often arises from members’ guests, but improved communication with residents and stricter enforcement measures are helping maintain adherence to parking rules. It was noted that members are unlikely to repeat incorrect parking once entry has been refused.

Upcoming Events 

Plans for the Christmas party and New Year’s Eve celebration were discussed. The New Year’s Eve event will feature a dinner and dance and is deliberately toned down compared to previous years. The Japanese restaurant will remain fully open, and no fireworks are planned. Emphasis was placed on maintaining sensible celebrations while keeping members well informed.
